IADC Welcomes Two New Team Members

IADC is pleased to announce the newest additions to our Association team! We’re welcoming Joe Lillis as our Vice President – Policy, and Leslie Winters as our Corporate Services Coordinator.

About Joe Lillis

Joe is an accomplished congressional staff executive with 20+ years of experience on the Hill. He’s established a broad network with legislative leadership, lobbyists, interest groups, military officials, and federal agency advisors. He most recently worked as a Congressional Chief of Staff at the U.S. House of Representatives in Washington, D.C. This role afforded him extensive experience in development of legislative and policy initiatives, stakeholder advocacy, strategic planning, and business management. Prior to that assignment, he worked as a Legislative Director, Senior Legislative Assistant, and Assistant to Chief of Staff. Joe is a decorated U.S. Army Veteran and has been awarded the Commendation Medal, the National Defense Medal, and the Humanitarian Service Medal, among others.

Joe received a Master of Science Degree in International Relations from Troy University, and a Bachelor of Science Degree in Political Science & History from Northeastern University. He has served as chapter leader of the Northeastern University D.C. Alumni Chapter since 2008.

As Vice President – Policy, Joe will be responsible for developing and executing an advocacy strategy that appropriately addresses U.S. federal policy issues of importance to IADC, its Members, and the industry at large. He will manage day-to-day operations in Washington, D.C., and establish working relationships with Members of Congress, policymakers, and regulators. Joe will be working closely with Member companies and external stakeholders on key issues and initiatives, and will serve as treasurer for IADC’s political action committee, DRILLERSPAC

About Leslie Winters 

For over 15 years, Leslie has been a dedicated and dependable professional in the Oil & Gas industry (land-based and offshore). She worked in Field Training & Development for 10 of those years. She also managed Learning Management Systems for over 5 years. Leslie has experience supervising an administrative team, as well as overseeing department financials, training reports, KPIs, and third-party providers. Due to a professional background in HR and administration, Leslie is proficient in full-cycle recruiting, benefits, and payroll. 

In her new role as Corporate Services Coordinator at IADC, Leslie will be providing support to IADC’s Technical Committees, Membership, and Conferences departments. She will assist in circulating committee announcements via email and providing support for committee meetings. She will also assist with general Membership activities, as well as Conference registration and on-site management.
